webmail is very slow

A user told me that webmail was painfully slow. I didn't believe them because using a client such as Apple Mail, EM Client, or even Evolution (Linux) seems to have no problem.

however it is painfully slow. Friday it was taking almost 2 minutes just to get logged in. This slowness continued after logged in when trying to view settings, an email, etc.

This is a Lion Server running latest updates.

Speed increased minimally after restarting apache. One issue I have noticed with Evolution (Gnome Linux email client) is that I have to hit send 2-3 times before it will go. I wonder if this is related to some kind of session limits for IMAP?
